A long standing tradition of the (new) Roman emperors was having 'public donatives' in which the emperor would distribute cash to the public. Use of it is clear, it would help the emperor gaining a positive public opinion. This coin was minted in Rome on the occasion of Septimius' 5th or 6th donative. The Rome mint used really bad scraggly undersized flans at this moment in time.
