1. DN VALENTINIANVS IVN PF AV[G] (Dominus Noster Valentinianus Iunior Pius Felix Augustus – Our Lord V. Junior the Pious and Blessed Augustus). Draped bust of emperor wearing the double pearly diadem facing right. The G seems wedged in.
2. REPARA[TIO - R]EPV[B] (Reparatio Rei Publicae – Restoration of the State).
At left kneeling person, in supplicant position, being uplifted by State / Victory / Emperor's right arm facing the supplicant while having an angelic 'victory' statue in his left arm.

Kneeling person could quite be Valentinianus.
